After struggling with this glitch for three days, I think I've finally fixed it.
My self-sim laughs at the absurdity, "This is like something out of a movie".

Umm, has anyone seen the landlady by any chance, how about the other tennants?
In addition to the nine outside, I found these guys upstairs waiting in line for the bathroom.
Whoa. Déjà vu.
Ok, enough already!!!
Christian Love was a townie resident at this lot. Another sim asked him to move in with her, but he left his footprints behind at this lot. Therefore, he would still show up to his old apartment, but the glitch kept spawning clones of him instead of other townies. Moving all playables out and back in didn't reset it, so the only other option was to start anew. Of course, this had to happen on a lot that Maxis didn't put into the catalog, it's Murphy's law. So, I added it to the catalog myself and moved my sim into that one. I'm not sure if I should bulldoze the original lot though, since the catalog draws from that lot number. For now, it sits vacant, marked as "condemned".
